U.S. Forest Service Smokey Bear
For my PR campaigns class, I took apart one of the most famous campaigns in American history: Smokey Bear. I used the ROSTIR framework (Research, Objectives, Strategy, Tactics, Implementation, and Reporting) to work backward from what happened to the thinking behind it. The research showed that in 1944, World War II had pulled firefighters overseas and the Forest Service needed everyday people to help prevent fires. The objective was behavior change, not just visibility. What I found most interesting was the strategy, because it was so simple. Instead of fear tactics, Smokey gave people a friendly face and a clear message, “Only YOU Can Prevent Wildfires,” that made prevention feel personal. For tactics, I followed him from 1940s posters to radio and TV spots, a stuffed toy, his own ZIP code, and eventually apps and social media. I then looked at how the Forest Service, the Ad Council, and the state foresters carried it out, and how the campaign has held up, including 80% recognition in 2023 and more than $1.63 billion in donated media. I also wrote a one-page synopsis with discussion questions and presented the case study to my class.
The hardest part of the reporting stage was figuring out how much credit Smokey actually deserves. Wildfire damage dropped sharply after he launched, but firefighting technology and regulation improved too, so I tried to stick to what the evidence could prove. I also dug into the side effects, like the “Smokey Bear Effect” and the 2001 change from “forest fires” to “wildfires.” Throughout the project, I used the Museum of Public Relations’ Ask Eddie, an AI chatbot built on the writings of Edward Bernays, to stress-test my analysis. I checked its claims against historical sources, and where it oversimplified, I challenged it with my research. Through this project, I strengthened my skills in campaign analysis, historical research, source verification, critical thinking, and presenting complex campaigns clearly.
